Every contract carries a promise: a building that works that holds temperature, ventilates safely, alarms correctly, integrates cleanly, and can be operated by people who were not there during construction. Commissioning is the disciplined act of proving that promise. The mistake the industry keeps making is treating commissioning as something that happens after construction. Commissioning is not a phase after construction. It is a parallel production system that runs the whole job and like any production system, it needs to live on the Takt plan, in zones and trains and buffers, with its own pre-conditions and handoffs.

Installed is not operational. A building that looks done is not a building that is ready. How you finish is how you did and the finish is decided on Day 1.

The Seven Levels of Commissioning and How They Sit in a Takt Plan

Think of the levels as locks on a canal. Each lock lifts the project to the next stage of readiness through a gate, and you cannot skip a lock skipping does not save time, it pushes the cost downstream where it is more expensive and more visible. Notice what the right-hand column does. It refuses to let any level live as a bullet on someone’s task list. Each level is scheduled production work wagons, zones, prerequisites, and buffers, the same way installation is. That is what “on the Takt plan” actually means in practice.

Functional Performance Testing is where most projects either get away with it or get caught. The reason is structural: FPT has multiple hard prerequisites the building enclosed, air-on, permanent power, TAB substantially complete, vertical controls connectivity live and if any one of those is not true on the day FPT was supposed to start, the testing slips and every downstream wagon slips with it. In a Takt plan, FPT is a train of its own. The prerequisites are explicit predecessor wagons. The testing itself runs floor by floor or system by system. The retests are visible buffers, not hidden in a spreadsheet.

Integrated Systems Testing and owner training are the most commonly under-planned levels. Teams treat IST as a list of scenarios and training as a series of meetings, when both belong on the production plan with named prerequisites and witnesses. On the Takt plan, IST runs as a short, dedicated train with command-center sequencing stop-work authority named, test lead named, comms protocol written, and trades on call scheduled into the wagon. Training is sequenced wagons per system: operators identified by name, walking the building two months before turnover, trained inside the equipment rooms, recorded as they go.

If a system has not moved in two weeks, treat it as a blocked card find the blocker and clear it. The Takt plan tells you what should be happening in which zone this week. The System Readiness Board tells you what state each system has actually reached. Together they make the question of “are we ready?” a verifiable answer instead of a hope.

When Does Commissioning Go on the Takt Plan? ( Day 1. )

If you only do one thing differently, do this: include commissioning as a named section of the Macro Takt plan inside the first two weeks of Notice to Proceed. Not the Norm plan, not a separate schedule the Macro plan that everyone sees. That single act forces the conversations that prevent the back-end disasters.

Within the first two weeks of NTP: commissioning agent identified and named on the org chart, commissioning plan read cover to cover with OPR and BOD understood, controls contractor identified, standing weekly commissioning sync on the calendar from NTP through handover, and the system matrix posted in the trailer. By the end of the first third topped out and tied in the commissioning plan, schedule, and team should be confirmed, the CxA introduced, the controls contractor on board and working on BAS graphics, and pre-functional checklists released for every major system.

At the two-thirds milestone, the pivot happens. Move the project engineers and PMs off coordination and onto close-out. Track submittals on a log, start warranty documentation, start collecting manuals, attic stock, and training videos. The team will resist. Pivot anyway the final drive is not driving work in the field. It is getting documentation ready.

The Rhythms That Carry It

Putting commissioning on the Takt plan only works if a rhythm holds the work to the plan. Every working morning during Levels 3 through 5, a 15-minute daily commissioning huddle runs in front of the boards on time, end on time, using names not titles, with problem-solving going offline. Each huddle covers yesterday’s closure, today’s tests and their prerequisites, blockers and deficiencies, retests with closure verified and witnesses assigned, and the look-ahead for what must be true by end of day.

The weekly commissioning meeting runs 60 minutes, same time and same day every week, from NTP through handover superintendent, PM, MEP coordinator, controls lead, CxA, and the PE who owns the documentation. The System Readiness Board and the deficiency log get walked every single time without exception.

Why a CPM Schedule Cannot Carry Commissioning
